Recently, the Anhui Province Nuclear Emergency Professional Technical Support Center (hereinafter referred to as the "Center") was officially established at the Institute of Nuclear Energy Safety Technology of the Chinese Academy of Sciences and held the first academic seminar. More than 30 people from the Office of National Defense Science, Technology and Industry of Anhui Province (hereinafter referred to as the “National Office of Defense Science, Technology and Industry of China”), University of Science and Technology of China and Hefei University of Technology attended the meeting. Anhui Provincial Nuclear Emergency Professional Technical Support Center is in response to the new situation of the rapid development of the nuclear energy industry in accordance with the requirements of the "National Nuclear Emergency" Twelfth Five-Year Plan "and the" National Nuclear Emergency Plan ". Planning and establishment of the Institute of Safety Technology. At the same time, the center is also China's first provincial nuclear emergency professional technical support center. After its establishment, it will strive to explore a development path of provincial nuclear emergency professional technical support centers that suits China's national conditions. The center has established a professional nuclear safety and nuclear emergency technology with an international perspective, relying on the nuclear emergency technology reserves that have been obtained in a number of major nuclear energy research projects such as the Strategic Science and Technology Pilot Project of the Chinese Academy of Sciences and the International Thermonuclear Experimental Reactor ITER. After the members of the Center's expert committee held academic discussions on the center's recent work goals, Zheng Chao made a concluding speech. He said that the establishment of the center marked a new phase of nuclear emergency work in Anhui Province. We hope that the center will adhere to the concept of "openness, cooperation, and pragmatism" and follow the requirements of "three bases and three orientations", that is, "functional positioning based on Anhui, facing the whole country, and aiming at world-class; the staffing structure is based on Hefei Research Institute, and domestic and foreign counterparts. A broad and authoritative expert committee is formed; the work content is based on the current urgent needs, oriented to long-term needs, and especially pursues practical results ", and provides technical support, consulting and research for nuclear emergency in the nuclear power construction and nuclear technology application and development of Anhui and surrounding provinces in the future.
Liu Jianguo stated that the center should do a top-level design around the management and technical aspects of the Provincial Nuclear Emergency Committee, and Hefei Research Institute will also provide support in terms of talents, projects, and policies to strive to become a national nuclear emergency engineering technology research center.
Provincial nuclear emergency organizations are an important level in China ’s three-level nuclear emergency management system. Their level of capacity building directly affects the quality of China ’s nuclear emergency response. As a professional technical support carrier, an expert gathering place, and an authoritative auxiliary decision-making think tank for nuclear emergency work in Anhui Province, the Center will play an active role in promoting nuclear emergency work and the development of the military-civilian integration industry in our province.
