China and Russia strengthen more than 30 scientific and technological cooperation in nuclear energy and other fields

Recently, the nineteenth regular meeting of the Scientific and Technological Cooperation Subcommittee of the Regular Meeting Committee of Chinese and Russian Prime Ministers was held in Dubna, Russia. At the meeting, the representatives of China and Russia summarized the current status of the policies on science and technology innovation in the two countries, jointly looked at the prospects for cooperation, and reached a consensus on the direction of cooperation in the next step.


The Chinese delegation of this regular meeting was led by the Chinese Chairman of the Subcommittee and Vice Minister of Science and Technology, Cao Jianlin. The participants were from the Department of International Cooperation of the Ministry of Science and Technology, China International Nuclear Fusion Energy Program Implementation Center and other units; Led by Chairman Fok and Deputy Minister of Education and Science of the Russian Federation Ogorodova, members of the delegation came from the Ministry of Education and Science of Russia and other departments.


The two sides first briefed China and Russia on the latest changes in national policies in the field of scientific and technological innovation. The two sides believe that the priority areas for science and technology development in the two countries are consistent, and it is necessary to continue to exchange views and information on major issues in the development of science and technology in the two countries on a regular basis.


According to reports, from 2014 to 2016 Russia invested 305.5 million rubles to support 9 projects. From 2012 to 2014, China invested 39.64 million yuan to support 9 projects. These common projects cover priority areas such as energy conservation, nanotechnology, industrial chemistry, and life sciences. . The Sub-Committee pointed out that based on the results of the 2015 selection, the two sides suggested supporting 32 Sino-Russian science and technology cooperation projects. In addition, China proposes the establishment of a Sino-Russian Technology Property Exchange Center to achieve effective docking of Sino-Russian financial and technological resources and accelerate the transformation of scientific and technological achievements.


The cooperation between the two countries in the nuclear energy field has become an important topic of the regular meeting. The Sub-Committee pointed out that the Russian Dubna Joint Nuclear Research Institute will cooperate with scientific research institutions such as the Institute of Plasma Physics of the Chinese Academy of Sciences on heavy ion superconducting synchrotrons (NICA) and advanced experimental superconducting tokamak devices. China The Ministry of Science and Technology, the Russian Federation Ministry of Education and Science, and the Dubna Joint Nuclear Research Institute will discuss as soon as possible the signing of an agreement and supplementary documents on China's participation in the implementation of the NICA project, as well as the determination of the method and cost of China's participation in the project. At the same time, the two sides will continue to expand the cooperation between the Dubna Joint Nuclear Research Institute and other nuclear physics research centers in the Russian Federation with Chinese research institutions and universities, focusing on hadron and lepton collider physics, nuclear fusion, and plasma physics. Basic nuclear research and applied research are jointly conducted in the fields of alternative nuclear energy and superconducting technology.


The representatives of the two sides also signed the Protocol to the Nineteenth Regular Session of the Scientific and Technical Cooperation Subcommittee of the Regular Meeting Committee of the Chinese and Russian Prime Ministers. It is reported that the 20th regular session of the Sub-Committee will be held in China in 2016.
