    Recently, the top law that guarantees public participation in nuclear power plant planning and approval has been written into the nuclear power field-the "Nuclear Safety Law." The Nuclear Safety Law, introduced in 2016, will protect the public's right to speak with a top-level law.


The National Energy Administration said that the public did not agree that the nuclear power plant would definitely not be built.


In 2013, the Nuclear Safety Law officially entered the legislative planning of the Standing Committee of the National People's Congress. In 2014, during the legislative process of the Nuclear Safety Law, the National Nuclear Safety Administration proposed a top-level design scheme for the nuclear-related regulatory system.


It is understood that the Nuclear Safety Law can also fill gaps in China's nuclear safety legal system in related fields, such as compensation for nuclear accident damage, disclosure of nuclear safety information, and public participation. Public participation includes inviting officials and related persons at the site of the newly built nuclear power plant to visit the built nuclear power plant, and increasing public network publicity, which were previously ignored.


Feng Jianping, chief engineer of Huadong Nuclear and Radiation Safety Supervision Station, said that in the past, during the construction of nuclear power plants, he was in charge of environmental rating and supervision, and the director of the Energy Bureau was responsible for approval. At present, the newly built nuclear power plant attaches great importance to the attitudes and opinions of surrounding residents, and Huaneng Group has launched a "public open day" at the Shidaowan Nuclear Power Station in Rongcheng, Shandong. Moreover, during the "Public Open Day", some public representatives did raise sharp questions about nuclear power safety and warming to seawater.
