According to reports, China ’s nuclear emergency response system has been continuously improved. Based on the new “National Nuclear Emergency Response Plan” issued by the State Council, nuclear emergency organizations at all levels have revised and improved their respective nuclear emergency response plans, which constitute the national emergency plans and the member plans of their coordinating committees. The three-level plan system of provincial plan, nuclear facility operating unit plan vertical to bottom, horizontal to edge.


At the same time, China also focuses on strengthening national nuclear emergency capacity building. On the one hand, the members of the Coordination Committee, including the military, have established a number of emergency capabilities in accordance with their respective responsibilities; on the other hand, the National Defense Science and Technology Administration has arranged nearly 1 billion yuan in funds from military infrastructure projects to organize the construction of 4 national nuclear emergency Technical support center, 6 emergency rescue units, and nuclear emergency basic capacity building of 11 military industrial units. At present, 16 provinces have established nuclear emergency committees and corresponding offices, and capacity development, pre-planning construction, and construction of professional and technical support teams have made great progress.

Over the past few years, we have organized and guided more than 300 provincial and facility-level exercises." Yao Bin introduced Said that this year plans to conduct the first installation (investment) drills at Zhejiang Fangjiashan Nuclear Power Plant, Guangxi Fangchenggang Nuclear Power Plant, and Hainan Changjiang Nuclear Power Plant. Yao Bin said that the nuclear emergency work includes the usual emergency preparedness and response actions in the event of an accident. In order to ensure the safety of nuclear power, the state manages nuclear power plants from site selection, design, construction, operation to future decommissioning preparations in accordance with a very strict set of nuclear safety and nuclear emergency regulations and standards. At present, the probability of a large-scale leakage of radioactive materials at a nuclear power plant is as low as 10 minus 6 powers per stack year. From a statistical perspective, minus 7 powers of 10 are impossible events. "The fundamental task of nuclear emergency work is to make good arrangements in the aspects of nuclear emergency organization construction, preparation of plans, technical reserve, rescue team construction, emergency materials and equipment construction, exercises, science popularization and education, etc. "Yao Bin said.


"Recalling the history of China ’s nuclear energy development, there have been no incidents or accidents of level 3 or higher in decades, and no major accidents such as Chernobyl, Three Mile Island, and Fukushima, Japan. "Yao Bin said that the evaluation report issued by the International Atomic Energy Agency also fully affirmed China's nuclear emergency management. However, compared with developed countries, China still has certain gaps in basic research on nuclear emergency, infrastructure construction, nuclear emergency equipment and technology, and evaluation of the consequences of nuclear accidents.


Yao Bin revealed that the next step will be to improve the construction of the nuclear emergency regulations and standards system, improve the national nuclear emergency plan system, command system, and rescue system, carefully organize nuclear emergency disposal and drills, and expand international and regional exchanges and cooperation in the nuclear emergency field.
