   China Environment News, Vienna-The Fourth International Atomic Energy Agency International Conference on the Effectiveness of Nuclear Safety Supervision was held on April 11th in Vienna, Austria. Liu Hua, Chief Engineer of the Ministry of Environmental Protection, led a delegation to attend the meeting and chair the meeting. A total of 223 representatives from the IAEA's member states attended the meeting. The Director General of the IAEA Amano attended the opening ceremony and delivered a speech.


The theme of this conference is "continuous improvement worldwide", focusing on discussing the Fukushima nuclear accident experience and implementation of the nuclear safety action plan, the challenges and practices of nuclear facilities, radioactive sources, and radioactive waste supervision, and nuclear safety supervision capabilities Construction, international cooperation, etc., and in order to implement the safety goals and principles proposed in the Vienna Nuclear Safety Declaration as soon as possible, jointly explore the corresponding technical standards and implementation approaches.


 Liu Hua chaired the session and delivered an opening speech as the chairman of the conference. In his speech, he reviewed the history of the International Conference on the Effectiveness of Nuclear Safety Supervision, introduced the current state of development of nuclear energy in the world, summarized the efforts of all parties after the Fukushima accident, and briefly summarized the progress and achievements made at previous conferences.


Liu Hua also said that nuclear safety regulatory agencies still face many challenges, such as the construction and improvement of the government's basic regulatory framework, the establishment and update of nuclear safety standards, the building of regulatory capabilities and human resource development, the management and transmission of knowledge and experience, and nuclear safety Cultivation and strengthening of culture, public communication and public recognition of reconstruction. All parties need to strengthen cooperation and work together to achieve continuous improvement of global kernel security.


During the "Global Vision" theme discussion session on the day, Liu Hua made a keynote report entitled "Global Nuclear Safety Cooperation", emphasizing the importance of international cooperation in nuclear safety, and provided Chinese experience and suggestions on how to strengthen nuclear safety cooperation , Including establishing and implementing a long-term nuclear safety strategy, promoting the unification of nuclear safety standards, continuing peer assessments and other technical exchanges.


The International Conference on the Effectiveness of Nuclear Safety Regulation is an important meeting within the framework of the International Atomic Energy Agency. The first conference was held in 2006 and is held every three years. The conference provided a platform for global nuclear safety regulators to exchange experiences. Through in-depth discussions, nuclear safety regulators have gained a deeper understanding of the key elements and practices that affect the effectiveness of regulation, and have proposed specific actions for the government, regulators and various stakeholders, and achieved fruitful results.
