Inland nuclear power plants to complete preliminary review next year

Reporter recently learned that, commissioned by the National Development and Reform Commission, the Chinese Academy of Engineering and the China Nuclear Energy Industry Association recently investigated the entire inland nuclear power plant site to determine whether the safety of the inland nuclear power plant meets the requirements for construction and clears the obstacles before construction.

"The above investigation has formed a report to the State Council, and after approval, it may become a signal for the inland nuclear power plant to start." On September 24, an anonymous energy expert from the Energy Research Institute of the National Development and Reform Commission told reporters.

Although the restart of inland nuclear power is not yet determined, the actions of nuclear power companies and local governments to actively prepare for inland nuclear power have never stopped. Sources from the industry show that so far, more than ten provinces have proposed to develop nuclear power, and 31 nuclear power plants have completed the preliminary feasibility study report review.

Inland nuclear power plant to be moderately developed

According to the "13th Five-Year Plan", China's installed nuclear power capacity will reach 58 million kilowatts by 2020, with 30 million kilowatts under construction. "To achieve these ambitious goals, it is not enough to lack the power of inland nuclear power plants," said the aforementioned unnamed energy expert.

Related to this, the start of inland nuclear power is ushering in a thawing window period. The latest landmark event is that the National Development and Reform Commission commissioned the China Academy of Engineering, China Nuclear Energy Industry Association and other comprehensive demonstrations to unanimously recommend the development of inland nuclear power. An investigation report has been formed and has been reported to the State Council. At present, the restart of inland nuclear power is not yet determined, but local governments have taken the background of “adjusting the structure and stabilizing growth” and are actively taking action. At least ten provinces have explicitly proposed the development of nuclear power and have completed the review of the preliminary feasibility study report. There are 31 sites.

Previously, the Hunan Taohuajiang Nuclear Power Plant, the Hubei Xianning Dajing Nuclear Power Plant, and the Jiangxi Pengze Nuclear Power Plant have all been granted "roads" by the Development and Reform Commission. These three major inland nuclear power plant projects are now only waiting for the final start order.

Since the Fukushima nuclear accident in Japan, China's nuclear power construction has fallen into a low tide, and inland nuclear power projects have been banned from construction. Until October 2012, the State Council executive meeting discussed and adopted the Nuclear Power Safety Plan and the Medium- and Long-Term Development Plan for Nuclear Power, clarifying that during the "Twelfth Five-Year Plan" period, only a few well-proven nuclear power projects will be arranged along the coast and no inland will be arranged Nuclear power project.

This has forced many inland provinces to actively prepare for the construction of inland nuclear power projects.

However, reporters learned from a nuclear power conference attended not long ago that relevant persons from the National Energy Administration have stated that during the "Thirteenth Five-Year Plan" period, they will mainly develop the eastern coast and one or two will be developed inland.

Inland nuclear power plant is safe and secure

"As long as the nuclear safety regulations and standards are strictly adhered to and reasonable and effective engineering measures are taken, the safety of the domestic nuclear power plant sites in China is guaranteed. In addition, the domestic effluent discharge standards for domestic nuclear power plants are stricter than those along the coast. The current technology It will not cause pollution and affect the distribution of water resources and water safety in the region. "On September 8, Su Ying, a senior engineer of China Nuclear Power Engineering Co., Ltd., who participated in the survey, said at the 2015 China International Energy Summit.

The research report of the Chinese Academy of Engineering believes that with the accelerated economic development in inland regions, the future power supply and demand gap will increase, and the total energy consumption and per capita energy consumption will increase significantly in the future. Therefore, it is recommended that the country On the basis of coastal nuclear power construction, develop inland nuclear power.

"Now, the technology adopted by our country is the most advanced technology in the world, and it has the highest safety." Wang Binghua, chairman of the State Power Investment Corporation, once said that although questions about the safety of inland nuclear power plants still exist, inland nuclear power plants will definitely be next year Will release. Academician Du Xiangzhen, a member of the Chinese Academy of Engineering who holds a similar view, believes that "whether it is a coastal or inland nuclear power plant, it is necessary to clearly develop on the premise of 'safety first' through in-depth scientific demonstration."

Nowadays, the regulations and standards for the selection of the sites of inland nuclear power plants in China are increasingly perfect, and the site selection process is rigorous and meticulous. The China Nuclear Energy Industry Association has been conducting research on inland nuclear power since 2008, and has successively completed reports such as "Analysis of Inland Nuclear Power Plant Sites and the Suitability Analysis of Different Types of Units" and "Research on the Water Environment Impact of Inland Nuclear Power Plants" .

Whether inland nuclear power plants are safe or not has been decided in other countries. According to statistics, more than half of the world's nuclear power generating units in operation are built inland. For example, the Mississippi River Basin has 21 nuclear power plants with a total installed capacity of more than 30 million kilowatts. For half a century, the fact that inland nuclear power has been safely operated in other countries has proved that the development of inland nuclear power plants is safe and secure. Liu Baohua, director of the National Energy Administration ’s Department of Nuclear Power, has publicly stated that China ’s nuclear power development is generally healthy and safe. On the level, China's inland nuclear power plants have adopted the third-generation pressurized water reactor technology, which has become the world's most advanced nuclear power technology.
