China is a veritable nuclear power. At present, there are 23 nuclear power generating units in operation and 27 nuclear power generating units under construction. The number of units under construction is the largest in the world, and the total installed capacity ranks fourth in the world.
Experts point out that nuclear energy is developing rapidly, covering a wide area, the pressure on nuclear safety supervision continues to increase, and emergency risks are increasing. Standing at the height of ensuring nuclear safety is to ensure national security and ensuring the bottom line of nuclear emergency is to protect the most fundamental interests of the people. Effectively strengthen the emergency support work of the Nuclear Power Group.
In the past three years, NPP Group has implemented a two-step strategy in the field of nuclear accident emergency response. The first step is to move quickly and practically. CNNC and CGNPC rely on large-scale nuclear power bases to form nuclear emergency support teams to form combat response and support capabilities, and initially form a response similar to Fukushima Ability and mechanism for serious nuclear accidents; the second step is to strengthen and strengthen, and promote China Nuclear, China Guangdong Nuclear Power and China Power Investment Corporation to establish physical nuclear power group nuclear emergency support bases and support teams, and build professional emergency support forces. China National Nuclear Corporation, China Guangdong Nuclear Power Corporation and China Power Investment Corporation have respectively established emergency support teams for nuclear accidents in nuclear power plants. Since 2014, nuclear power plants have been conducting comprehensive nuclear emergency exercises. CNNC and CGNPC have put their troops into the exercises and conducted joint exercises and training. Issues discovered are improved after each exercise.
However, it is not enough to have a team. The emergency rescue of a nuclear power plant is a highly professional job that requires a high degree of professional equipment. Therefore, a physical support base is essential. The selection and construction of such a rescue base is also a highly technical task. According to professional requirements, CNOOC, CGNPC, and CPIC Group have selected East China, South China, and North China as the three major support bases based on the basic conditions of the geographical distribution of their nuclear power plants.
According to relevant experts, the base is generally selected in an area with developed economy, convenient transportation and high concentration of talents, and considering the compatibility of nuclear power plant rescue, the distance from multiple nuclear power plants should not exceed 300 kilometers. In the future, after the completion of the three major bases, it will provide long-term and reliable guarantee for the emergency support operations of China's nuclear power plants and facilitate the implementation of emergency support preparation and response work for nuclear power plants.
