From the National Development and Reform Commission's formal application to the State Council for the approval of new nuclear power projects, to the National Energy Administration's approval of the Fujian Fuqing Units 5 and 6 project to be adjusted to the "Hualong No. 1" technical plan, and to the State Council's release of the "Energy Development Strategic Action Plan (2014-2020) ") Proposed to start new nuclear power projects in the eastern coastal areas in a timely manner, all of which indicate that the restart of nuclear power has entered the countdown phase.

Industry experts predict that by 2020, China's total investment in nuclear power construction will reach about 300 billion yuan, of which equipment investment is about 150 billion yuan. If the localization rate of equipment reaches 60% to 70%, then domestic nuclear power equipment manufacturing enterprises will face a huge cake of more than 100 billion yuan.

Nuclear power restarts into countdown

On November 19, the General Office of the State Council promulgated the Notice on Printing and Distributing Strategic Action Plans for Energy Development (2014-2020). The "Notice" points out the safe development of nuclear power. Under the premise of adopting the highest international safety standards and ensuring safety, new nuclear power projects will be launched in the eastern coastal areas in a timely manner to study and demonstrate the construction of inland nuclear power.

The Plan proposes that by 2020, nuclear power installed capacity will reach 58 million kilowatts, and under construction will reach more than 30 million kilowatts. This is consistent with the objectives of the Medium and Long-Term Development Plan for Nuclear Power (2011-2020).

Prior to November 3, the National Energy Administration issued a reply to the request reports of the Fujian Development and Reform Commission and China Nuclear Group, agreeing that the Fujian Fuqing Unit 5 and Unit 6 project will be adjusted to the "Hualong No. 1" technology plan, and to verify China's independent third-generation nuclear power technology as soon as possible. To build domestic demonstration projects. This has further strengthened market expectations of nuclear power restarts.

UBS Securities analysis believes that the most important start of the subsequent formal start of Fuqing Units 5 and 6 is the approval of the State Council. As senior leaders have repeatedly emphasized the restart of nuclear power projects, after the National Energy Administration has determined the project's technical plan, the progress of obtaining the review of the State Council will be Will be soon.

According to a person familiar with the matter, the National Development and Reform Commission has also formally applied to the State Council for approval of a new nuclear power project. This report reports six units of three nuclear power plant projects to be formally approved, which is expected to pass as soon as November.

Lang Xiucheng International senior analyst Lu Xiulei told reporters that the six units reported this time should belong to the three nuclear power plant projects of Hongyanhe, Shidaowan and Fuqing, with an installed capacity of about 7 million kilowatts.

After the Fukushima nuclear accident in Japan in 2011, China completely suspended the approval of construction of nuclear power projects. Until October 2012, the State Council executive meeting again discussed and adopted the Nuclear Power Safety Plan (2011-2020), and also revised the Medium- and Long-Term Development Plan for Nuclear Power (2011-2020). According to the Plan, by 2020, nuclear power installed capacity will reach 58 million kilowatts, and under construction will reach more than 30 million kilowatts.

Statistics show that there are currently 20 nuclear power plants in commercial operation in China, which are located in 7 nuclear power bases including Qinshan, Ling'ao, Daya Bay, Tianwan, Ningde, Hongyanhe, and Yangjiang. At the same time, there are 28 nuclear power units under construction. The total installed capacity of units in operation and under construction reached 48 million kilowatts.

最近 The nuclear power operation in the third quarter of 2014 recently released by the China Nuclear Energy Industry Association shows that the cumulative national nuclear power generation capacity was 37.653 billion kilowatt-hours, accounting for approximately 2.59% of the national cumulative power generation capacity.

According to the national energy structure adjustment plan, the State Council ’s Nuclear Power Autonomy Leading Group proposed that by 2020, nuclear power will account for 4% of the country ’s total installed power generation capacity and 6% of total power generation, that is, nuclear power is put into operation. The scale will reach 36 million to 40 million kilowatts.

"By 2020, the total investment in nuclear power construction will reach about 300 billion yuan, of which equipment investment is about 150 billion yuan. If the localization rate of equipment reaches 60% -70%, then domestic nuclear power equipment manufacturing enterprises will face a huge over 100 billion yuan Cake. "At the China Nuclear Power Localization Forum, a participant said that the opportunity for the nuclear power equipment industry has come!

And a person in charge of a nuclear power equipment company previously told reporters that this year is the most difficult year for the company, and the project order under construction has been almost completed. If the approval of a new nuclear power project cannot be restarted next year, many companies will face ", There is no order to do.

Equipment manufacturers are actively preparing for

连 Xu Lianyi, director of the Nuclear Power Office of the China Machinery Industry Federation, told reporters that various companies are now very active in nuclear power equipment manufacturing. When the reporter asked if this was a profit consideration, Xu Lianyi said, "It is not entirely the reason for the profit. The production of nuclear power equipment is highly technical, and only batch production is beneficial. Enterprises more often consider manufacturing nuclear power equipment as an opportunity To prove their own equipment manufacturing capabilities. In addition, this is good for the corporate image and long-term benefits. " Obviously, enterprises hope to obtain a larger related market by producing nuclear power products and shaping high-quality brands.

At present, China has determined that the development of nuclear power should realize the autonomy, localization, and marketization of large-scale units as soon as possible, implement the policy of "adopting advanced technologies and unifying technical routes," and actively promote the development of nuclear power. The Plan clearly states that we will continue to introduce innovations in digestion and absorption, focus on advancing AP1000, CAP1400, high-temperature gas-cooled reactors, fast reactors, and post-processing technologies; accelerate the verification of domestic independent technical projects, and focus on building large-scale advanced pressurized water reactors and high-temperature gas-cooling Major special demonstration projects for reactors; actively promote basic theoretical research on nuclear power, research and development design and engineering construction of nuclear safety technology, and improve the nuclear fuel cycle system.

炳 Wang Binghua, the secretary and chairman of the National Nuclear Power Party Group, revealed to reporters at the 2014 Annual Meeting of the Chinese Electrical Engineering Society that the CAP1400 demonstration project has been approved for construction in terms of design, project review, project evidence acquisition, main equipment procurement, and construction preparation. National Nuclear Power has submitted a project approval report to the National Energy Administration and is expected to start construction in the near future.

According to Qinshan nuclear power experts, during the normal operation of the Qinshan five reactors, the annual cost of providing services is about 2 billion yuan. Qinshan's second-phase equipment procurement experience shows that nuclear-grade special equipment accounts for 25% of the total number of equipment and 54% of the total investment in equipment; non-nuclear-grade other equipment accounts for 75% of the total amount and 46% of the total investment. For the production of a large number of non-nuclear-level general equipment companies, the market still has great demand.

But from the analysis of nuclear power equipment manufacturing industry, China's nuclear power has not yet formed a complete industrial chain. A nuclear power plant has more than 300 various systems and requires tens of thousands of parts (sets) of large and small parts. However, China's current supporting manufacturers are very fragmented and urgently need to integrate and optimize the configuration. This brings opportunities for related companies to enter the nuclear power equipment industry.
