Following the Fukushima nuclear accident, the Yangjiang Units 5 and 6 and Tianwan Units 3 and 4 have precedents, and the Hongyanhe Phase II project will be handled as a legacy project. In the conference materials sent in advance, the technical selection of Hongyanhe Phase II was marked as "second-generation improved + passive safety measures" technology. Some Nuclear Safety Agency sources said that this technology is actually ACPR1000. Participating experts believed that the ACPR1000 technology to be used in the second phase of Hongyanhe is mature and stable. Although it meets the third-generation safety standards in terms of the melting probability of the core and the probability of large-scale release of radioactive materials, it still belongs to the second-generation improved technology as a legacy. There is no problem in handling the problem, but according to the spirit of the "10 24" meeting when the nuclear power was restarted in 2012, the technology selected for the second phase of Hongyanhe should not be extended to subsequent nuclear power projects.


The Fuqing Phase II nuclear power project is planned to use the “Hualong No. 1” nuclear power technology, and the Chinese nuclear version of the “Hualong No. 1” uses 177 fuel assembly cores + two safety sequences + one passive safety system. At the same time, considering that both CGN and CGN have promoted the export planning of "Hualong No. 1", the Fuqing No. 5 and 6 units that intend to adopt Hualong No. 1 technology should also be placed in the priority start sequence. However, experts at the meeting still dispute whether Hualong No. 1 technology should be used in projects outside Fuqing and Fangchenggang.


The Rock Island State Nuclear Demonstration Project intends to adopt CAP1400 technology, which is the result of the National Nuclear Power Technology Corporation's introduction, digestion, and absorption of the Westinghouse AP1000 technology from the United States, and then innovation. Participating experts also agreed that the CAP1400 fully meets the three generations of safety standards, and the Shidaowan site is ready and should also be given priority to start. At present, the prototype of the CAP1400 wet winding main pump has been developed and is being prepared for bench tests. Once it passes, the three major conditions for the CAP1400 required by the Energy Bureau have been met.


The Energy Bureau convened experts to comment on these three major projects, which means that Hongyanhe, Fuqing and Shidaowan will have a great possibility to become the first three projects to be started, but there were many business people at the meeting. They said that Liaoning Hongyanhe and Shandong Shidao Bay are located in northern China, and the local area will enter winter in November, and construction work cannot be carried out. They suggested that the two projects should be released in October, or they will have to wait until the beginning of spring next year. This means that whether the construction of the Hongyan River and Shidao Bay will start this year will be clear in October.


A number of participating experts told Nuclear Power Observation that the current situation is that the second phase of the Hongyanhe project is basically ready. This year ’s construction is a high probability event. The Shidao Bay and Fuqing projects are also fully prepared. ". In addition, other projects are unlikely to start this year.


For AP1000, the owner's China National Nuclear Corporation and the State Nuclear Power Technology Company reported the current progress and the preparations for subsequent sites such as Xu Dabao. According to nuclear power observations, the two major solutions of the AP1000 main pump thrust disc are currently running smoothly and are being disassembled for inspection. The possibility of the problem being ruled out is very high.


Wu Xinxiong said in his concluding remarks that the country is determined to develop nuclear power, and nuclear power currently accounts for a small proportion. However, if China's thermal power-based energy structure is to be changed, it must rely on nuclear energy and renewable energy. He reiterated the importance of ensuring the safety of nuclear power. He also emphasized that nuclear power enterprises should invest in technological innovation and develop nuclear power technology with China's independent intellectual property rights.


Finally, Wu Xinxiong emphasized that this meeting only reviewed and discussed the technical safety of several candidate projects, and did not involve specific projects and startup time. At the meeting, the National Energy Administration did not state which projects were launched next and which technologies were selected.


In fact, the National Energy Administration does not have the power to decide on the start of nuclear power projects. As a major energy project, a nuclear power project should be submitted to the Development and Reform Commission for approval before construction, and a construction permit issued by the Nuclear Safety Administration.
