The third is to speed up the adjustment of the power supply structure and optimize the power supply layout. According to the "Announcement on the Implementation of Special Emission Limits of Air Pollutants" issued by the State in February 2013, coal-fired units in major urban areas in key control areas (47 cities in 19 provinces) are required to be implemented from July 1, 2014 Special emission limits, non-main urban areas will implement special emission limits during the "13th Five-Year Plan" period. Power companies generally report that there are many insurmountable difficulties in implementing special emission limits in terms of technology, construction period, and economy. According to the report, the “Air Pollution Prevention and Control Action Plan” issued by the State Council put forward the 2017 air pollution control targets and specific treatment paths.
