Suggestions: First, the state should study and formulate a strategic plan for electric energy substitution as soon as possible, and promulgate an industrial policy on electric energy substitution. The strategic plan of replacing electricity with electricity will guide the implementation of the "electricity for coal" and "electricity for oil" projects, improve the level of electrification of the whole society, and continuously increase the proportion of electric energy in terminal energy consumption. Promote the use of electricity instead of coal in the industrial and civil fields, reduce the scope of application of bulk coal, and increase the proportion of coal converted into electricity. In the field of urban transportation, vigorously promote the development and application of urban electric vehicles and electrified rail transit, and promote the construction of electric vehicle charging piles in new communities. The third is to speed up the adjustment of the power supply structure and optimize the power supply layout. According to the "Announcement on the Implementation of Special Emission Limits of Air Pollutants" issued by the State in February 2013, coal-fired units in major urban areas in key control areas (47 cities in 19 provinces) are required to be implemented from July 1, 2014 Special emission limits, non-main urban areas will implement special emission limits during the "13th Five-Year Plan" period. Power companies generally report that there are many insurmountable difficulties in implementing special emission limits in terms of technology, construction period, and economy. Recommendations: First, the relevant national departments should jointly study and propose a guiding technical route and more scientific supervision and assessment requirements that can meet the requirements of special limits. Second, relevant departments continue to improve the comprehensive environmental protection electricity price of active coal-fired generating units in areas with special emission limits, and the corresponding increase in the cost of electricity for the implementation of special limits for new units should be adjusted accordingly. According to the report, the “Air Pollution Prevention and Control Action Plan” issued by the State Council put forward the 2017 air pollution control targets and specific treatment paths.
