Recently, the State Council issued the Opinions on the Establishment of a Unified Basic Endowment Insurance System for Urban and Rural Residents (hereinafter referred to as the "Opinions"), which was deployed nationwide to establish a unified basic endowment insurance system for urban and rural residents. By the end of the “Twelfth Five-Year Plan” period, the new rural insurance and urban residential insurance systems will be basically implemented in the country and integrated with the basic old-age insurance system for employees. By 2020, a fair, unified, and standardized pension insurance system for urban and rural residents will be fully established. It will complement other social security policies such as social assistance and social welfare, give full play to the active role of traditional security methods such as family pensions, and better protect the basic old age of urban and rural residents.


      Establishing a unified basic old-age insurance system for urban and rural residents, combining the implementation of new farm insurance and urban residential insurance, forming the "four unifications" of the system name, policy standards, management services, and information system, so that all people can enjoy basic old-age security fairly. The inevitable requirements of economic and social development and the need to promote the "new four modernizations" are not only conducive to promoting the vertical movement of the population and enhancing the sense of social security, but also to help the people have a stable expectation of improving people's livelihood, and to stimulate consumption and encourage innovation and entrepreneurship.     The "Opinions" stipulates that at least 16 years of age (excluding school students), non-state agency and public institution staff and urban and rural residents who are not covered by the basic pension insurance system for employees can participate in urban and rural residents' endowment insurance at the place of residence.


    Urban and rural residents' endowment insurance continues to implement a combination of individual contributions, collective subsidies, and government subsidies. The individual payment standards are unified and adjusted to 12 grades from 100 yuan to 2,000 yuan per year. Provincial governments can add payment grades according to actual conditions. Urban and rural residents participating in the insurance scheme can choose their own payment grades and pay more. In terms of collective subsidies, we have increased the funding of non-profit charitable organizations on the basis of the original policy, in order to further broaden the financing channels and improve the treatment of insured personnel. With regard to government subsidies, the Opinions emphasized that the amount of subsidies should be appropriately increased for those who choose to pay at a higher level, and clearly stipulated that the subsidy standard for those who choose to pay at a level of 500 yuan or above should not be lower than 60 yuan per person per year, further strengthening overpayment.     For each insured person, the state establishes a life-long record personal account for endowment insurance. No matter where the payment is made or whether it is made intermittently, the personal account accumulates the rights of the insured. Individual contributions, local government subsidies to the insured, collective subsidies, and other socio-economic organizations, charitable organizations, and individual contributions to the insured are all recorded in personal accounts. The personal account deposits bear interest in accordance with national regulations.


    Urban and rural residents' pension insurance benefits consist of basic pensions and personal account pensions, and are paid for life. The central government determines minimum standards for basic pensions and will establish a normal adjustment mechanism. Local governments can raise the standard of local basic pensions according to actual conditions. For long-term contributions, basic pensions can be appropriately increased to encourage long-term contributions. If the pensioners of urban and rural residents die, they will stop paying their pensions from the following month. Local governments with conditions can explore the establishment of a funeral subsidy system based on local conditions.


    Persons participating in urban and rural residents 'pension insurance during the payment period can relocate the urban and rural residents' pension insurance relationship across regions, transfer all the savings in personal accounts at one time, and continue to participate in the insurance payment, and the cumulative payment period is calculated.


    The "Opinions" requires the provincial people's government to effectively strengthen the construction of urban and rural residents' endowment insurance handling capacity, scientifically integrate the existing public service resources and social insurance handling management resources, and strengthen and strengthen the grassroots handling capacity to achieve precise management and convenient services. All localities should strengthen the construction of informatization and vigorously promote a unified social security card across the country to make it easier for insured residents to pay the card, receive benefits and check their insurance information.
