In the context of the slowdown in nuclear power construction some time ago, the resurgent international nuclear power market is undoubtedly the best choice to resolve China's relative excess nuclear power capacity. At present, when China's nuclear power industry is going out to sea, some progress has proved that China's nuclear power industry has the ability to participate in the international nuclear power market competition. At the same time, a number of people in the industry told reporters that China ’s nuclear power going to sea will face many unknown problems. The implementation of the global strategy requires overall planning from policy support, independent research on cutting-edge technology, and improvement of the equipment manufacturing system.

Excessive production capacity is a top priority

Due to the special nature of nuclear power equipment, in order to adapt to the development of nuclear power in China since the 11th Five-Year Plan period, heavy industry groups such as the First, Second, and Dongqi have invested heavily in the development and production of nuclear power equipment. However, due to the Fukushima incident, nuclear power orders decreased, and the problem of overcapacity in China's nuclear power equipment manufacturing industry has caused a lot of trouble for heavy equipment companies.

It is understood that at present, the major domestic nuclear power equipment manufacturers add up to 11 to 12 sets of nuclear island main equipment for one year. However, according to the planned calculation of nuclear power operation installed capacity of 58 million kilowatts in 2020, the domestic market needs only a maximum of 5 to 6 sets per year. .

"In the case of overcapacity, it mainly depends on product quality and price, which is good for Party A, but the days for equipment manufacturing companies will be difficult, and most of the companies will face losses." Deng Lintao, president of the Nuclear Power Division of the Double Group, told reporters "It is even more worrying that no order will make technicians untrained and easily distract the team. At present, the brain drain phenomenon has occurred in various groups. Once the team is dispersed, it is difficult to get together again." Deng Lintao told reporters that in the case of the construction of inland nuclear power stopped, equipment manufacturing enterprises hope that nuclear power can go out smoothly and at the same time, they are also willing to UN core power companies to jointly fight for overseas markets.

Plutonian experts believe that the cultivation of equipment manufacturing system is a particularly important part of the development strategy of nuclear power. Attention should be paid to the problems faced by current equipment companies.

In November last year, the National Energy Administration announced the “Implementation Plan for the Coordination Work Mechanism for the Scientific Development of Serving Nuclear Power Enterprises” (hereinafter referred to as the “Plan”), positioning nuclear power “going out” as a strategy for the first time. The "Proposal" proposes to support enterprises to participate in international project competition in a variety of ways, including engineering construction, equipment manufacturing, technical support, and national bank loans.

Deng Lintao told reporters that if there were no domestic nuclear power operation companies to rely on foreign projects, due to technical routes and economic interests, it is difficult for China's equipment manufacturing companies to sell equipment to foreign nuclear power operators.

Industry insiders believe that the "Proposal" provides directional guidance for nuclear power companies to go abroad, and is of great significance. However, the specific implementation of the strategy still requires multi-sectoral discussions in the industry to determine the overall plan by making comprehensive judgments on internal conditions, external conditions, future development, and strategic continuity.

Going out for cooperation and integration requires long-term planning

It is understood that many countries around the world are planning to develop nuclear power and have a strong interest in China's nuclear power technology. Occupying these emerging markets is of great significance for China's nuclear power development. People in the industry generally believe that China's nuclear power enterprises should form a joint effort to compete for the international nuclear power market. However, there are also voices that the competition in the international market should mainly rely on companies showing their magical powers, and progress can only be made if they meet the needs of the international market.

Nuclear power expert Ye Qizheng believes that China ’s nuclear power “going global” should have advantages. China ’s nuclear power plant engineering cost and labor cost are relatively low, and it has rich nuclear power operation experience. However, multiple technical routes coexist, making our nuclear power enterprises in the Lack of synergy in international markets.

Among the hot discussions in the industry, on January 15, 14 nuclear power companies including China National Nuclear Corporation, China National Nuclear Technology, and China Guangdong Nuclear Power Co., Ltd. jointly initiated 14 nuclear power technology development, engineering construction, operation management, equipment manufacturing, engineering consulting, and related financial institutions. Units participated in the establishment of the China Nuclear Power Technology and Equipment "Going Global" Industry Alliance (hereinafter referred to as the "Union").

"The establishment of the 'Union' provided a cooperation mechanism for Chinese nuclear power companies to go overseas, although its symbolic significance is greater than actual significance." Nuclear power industry analyst Liu Xiaojun told reporters, "Nuclear power is a highly policy-oriented industry. The international nuclear power market is not only a competition between technology and funds, but also a comprehensive strength competition. The 'alliance' helps to unite the resources of all parties and also helps the government to provide unified guidance. "Liu Xiaojun told reporters that the global strategy is a systematic project At present, China's nuclear power technology is developed on the basis of the introduction of foreign advanced technology, so that China has a ticket to participate in the international nuclear power market. However, in order to become a giant in the international nuclear power market, it is necessary to gain a leading position in technology, and the research and development of the fourth generation nuclear power is the focus.

It is understood that China has made great progress in high-temperature gas-cooled reactors and fast-reactor reactors with fuel cycle among the fourth-generation reactor types initially determined by the GIF (Fourth Generation National Nuclear Forum).

Dong Yujie, deputy dean of the Institute of Nuclear and New Energy Technology of Tsinghua University, told reporters that China's high-temperature gas-cooled reactor technology is currently in the forefront of the world, and the high-temperature gas-cooled reactor nuclear power plant demonstration project (Shidaowan Nuclear Power Plant) under construction is the first at home and abroad. Modular high-temperature gas-cooled reactor nuclear power plant.

"But at present, it can not reflect economic benefits. The economic benefits of high temperature gas-cooled reactor nuclear power plants can only be fully realized when industrialization is achieved." Dong Yujie told reporters.

Industry experts believe that the current international nuclear power market is mainly the battlefield of third-generation nuclear power, but if China's fourth-generation nuclear power R & D progresses smoothly, it will hopefully gain technical advantages over time. At that time, China's nuclear power enterprises will be in the international nuclear power market. More calm.
