But at the same time, the construction of a clean and low-carbon energy system still has bottlenecks. The director of the National Energy Administration, Noor Bakery, previously introduced that during the "Thirteenth Five-Year Plan" period, the installed scale of hydropower, wind power and photovoltaic power generation will be further expanded, and renewable energy consumption is under pressure. At the same time, the task of clean substitution of terminal energy consumption is arduous. Natural gas substitution is constrained by factors such as prices and gas pipeline networks. Electricity substitution also faces constraints such as costs, infrastructure, and key technologies.
The outline of the 13th Five-Year Plan proposes to promote the optimization and upgrading of the energy structure. The planning outline is clear, continue to promote the development of wind power and photovoltaic power generation, and actively support CSP. Focusing on coastal nuclear power belts, the safe construction of autonomous nuclear power demonstration projects and projects. It is necessary to implement dual control of total energy consumption and consumption intensity, strictly control coal consumption, promote the reduction and replacement of coal in key areas, accelerate the transformation of energy use in key areas, and increase the proportion of natural gas and non-fossil energy consumption.

Under the influence of a series of policies, the construction of a clean low-carbon energy system is expected to accelerate. Liu Jianping, director of the Planning Division of the Planning Department of the National Energy Administration, said that during the "13th Five-Year Plan" period, energy consumption intensity is expected to decline significantly. At the same time, under the requirement of implementing the concept of green and low-carbon development, the trend of "two rises and one decline" is obvious: the proportion of coal consumption will further decrease, and the proportion of non-fossil energy and natural gas consumption will increase significantly.
