China's nuclear power overall safety situation is good

March 11 marks the third anniversary of the Fukushima nuclear accident in Japan.

While Tokyo is still discussing the "nuclear winter of nuclear power" brought about by the Fukushima nuclear power accident and whether to restart the Fukushima nuclear reactor that was shut down three years ago, the development of China's nuclear power industry is ushering in a boom period.

"Our country has entered the third generation of nuclear power from the second generation of nuclear power. Now we can come up with the world's most advanced and independently designed new generation of three generation nuclear power reactors." A representative of the National People's Congress, chairman of the China National Nuclear Corporation and a party group that is participating in the National Two Congress Secretary Sun Qin said confidently, "Our management, technology, and personnel have entered a new starting point. The spring of China's nuclear power is coming, and China Nuclear Group is preparing for an initial public offering and strives to be listed this year.

整体 China's nuclear safety overall is in good condition

Regarding the nuclear power safety issues that people are generally concerned about, Sun Qin said, "The overall safety of China ’s nuclear power is very good. It has been more than 20 years since Qinshan Nuclear Power Station started generating electricity in 1991, and we have maintained a safe and good operating condition. In the event of any security incident, the state of security is leading the world. "

勤 Sun Qin analyzed three reasons why China's nuclear power plants can operate safely for more than 20 years:

First, the state attaches great importance to safety and has high requirements for safety supervision. In addition to domestic supervision, China also accepts the management of international counterparts. For example, the World Nuclear Power Association sends people to supervise each year. At present, there are a total of 440 nuclear power plants in the world. If the ABC is to be classified into the third gear, all the nuclear power plants in operation in our country belong to the A gear.

Second, China has a good foundation for developing the nuclear industry. China's nuclear industry started in the 1950s and formed a complete nuclear industry system. At the same time, we also pay special attention to research and development, technical innovation, and continuously improve the safety of nuclear power units. For example, since Qinshan Nuclear Power Unit 1 has been generating electricity in 1991, we have continuously carried out technical transformation. To date, Qinshan Nuclear Power Unit 1 has completed more than 1,000 technical transformations.

Third, there are many types of nuclear power in China, and management models include French, Canadian, Russian, and American.

In addition, the training, requirements, and assessment of technical personnel in China are relatively strict. Relatively speaking, the investment is also relatively large, so that nuclear power operation has always maintained a good state.

Plutonium nuclear power plant site selection considers shifting from coastal to inland

At present, the United States, Japan, South Korea, and many countries in Europe use nuclear energy at a high rate. For example, France has reached 70%, the highest is Lithuania, which has reached 80%, and Japan has also reached 30%. China still has a lot of room for development. .

"Now the development of nuclear power in China still focuses on coastal areas, but inland areas have also begun. The" Twelfth Five-Year Plan "will be deployed along the coast. After the" Thirteenth Five-Year Plan ", inland areas may be considered. Misunderstandings in thinking always think that inland areas are not suitable for construction. In fact, more than half of the more than 400 nuclear power plants in the world are built inland. "

"In terms of technical safety, there is no essential difference between inland and coastal areas, but there are differences in technology. For example, the construction of nuclear power along the coast uses seawater cooling, while the inland construction uses cooling towers. However, from the nuclear power reactor In terms of safety requirements, there is no essential difference in terms of safety management. It should be said that nuclear power is safe along the coast and also safe inland. "

China-made nuclear power is going abroad

Speaking of the internationalization of China's nuclear power industry, Sun Qin said that China's nuclear industry has a complete system of scientific research and design, engineering construction, and operation and management. It must go abroad and open up the international market to allow Chinese manufacturing to go global through the nuclear power brand and technology. .

Sun Qin said that up to now, we have gone out of 4 reactors, all of which are 300,000 kilowatts, of which 2 are already in operation, 2 are still under construction, and 2 million-kilowatt units have been The contract came into effect.

"Of course, it is not easy to go global. It is very important to have the technology of independent intellectual property rights and a set of strict manufacturing equipment support capabilities, including the ability to provide fuel services, to help people train and set standards. To cultivate the ability of management personnel, we must also have a certain amount of funds, the ability to provide financing, and the ability to provide supporting comprehensive credit. "Sun Qin said.

Welcome Zhejiang private enterprises to participate in nuclear power construction

The shortage of primary energy in Zhejiang Province, abundant marine resources, and relatively developed private economy all contribute to the development of nuclear power plants.

After analyzing the characteristics of Zhejiang, Sun Qin said, "Our idea is that from coastal development first, such as from coastal sea salt to Sanmen, to Xiangshan in Ningbo and Cangnan in Wenzhou in the future, these places have good conditions. Inland Zhejiang is also a good advantage, such as Luzhou Longyou. The development of nuclear power in Zhejiang is very good. It can stimulate domestic demand, and the inland economy is relatively lagging behind. After the establishment of a nuclear power plant, it can drive economic development faster. "

"Zhejiang private enterprises are very developed, and private enterprises are also welcome to do nuclear power together." Sun Qin said that now China Nuclear Group has carried out a variety of cooperation with Zhejiang private enterprises and established some projects. In addition, more than 30 enterprises in Zhejiang provide equipment manufacturing and supporting systems for the construction of CNNC.

"In private investment into nuclear power, it is definitely possible in theory. Now foreign investment can be invested, as long as it does not exceed 30%, why can't Chinese people invest?" Sun Qin revealed, "Now the CSRC has agreed that China Nuclear Power Group We are choosing to go public. We strive to be listed this year, and we can buy stocks when we go public, so there is no barrier to private participation. "

Plutonium is docking with Zhoushan to develop a small reactor

At the two sessions this year, Sun Qin brought a suggestion, saying that in the development of the marine economy, play the role of small nuclear reactors.

"Small nuclear power reactors have an electric power of about 100,000 kilowatts, and their safety is the most advanced in the world. They can provide heat and energy for islands and breeding bases. We want to build a small power station on Zhoushan Island to provide point energy, electrical energy, and thermal energy. , Including desalination. "Sun Qin said," We and Zhoushan are already docking. "

"Now, small reactors are developing very fast and are very popular internationally. As a distributed energy source, small reactors can provide convenient energy for marine economic development and deep-sea oil exploration." Sun Qin said.
