In order to conscientiously implement the spirit of the "Outline of the Development Plan for the Mid- and Long-Term Entrepreneurial and Innovative Talents of Jiaxing City (2011-2020)" (Jiawei Office [2010] No. 27), further implement the strategy of strengthening the city by talents, and accelerate the training of skilled talents, especially the highly skilled talents The pace of construction, after research, decided to carry out the evaluation and training of technicians' professional qualifications in the second half of 2015 in the city. The relevant matters are now notified as follows:


I. Occupation (type of work)


(A) technician


Car driver, car mechanic, CNC lathe, CNC milling (machining center operator), Chinese cook, welder, boiler operator, cold work, lathe, plumber, mechanic fitter, maintenance electrician, refrigeration equipment repairman, household Electronic product repairman, clothing maker, restaurant waiter, etc.




(Two) senior technicians


Auto mechanics, turners, mechanic fitters, maintenance electricians, Chinese cooks, etc.


Application conditions


Abide by disciplines, have good professional ethics, be able to do their job seriously, have the ability to train junior, intermediate and advanced professional skills, play a leading role in promoting the application of new technologies, new processes, new equipment, etc., and have Those with the following conditions:


(A) technician


1. Skilled workers for government agencies must meet the following requirements:


(1) Educational background of senior high school, technical secondary school (technical school) and above. For a few with high skills and over 50 years of age, they can relax to junior high school education;


(2) Obtain a senior certificate and be employed for 3 years, and the annual assessment during the employment period is all qualified and above;


(3) It is recommended that car driver technicians be evaluated, and at the same time, they must have worked in the position of car driver for 20 years, driving safely for 15 consecutive years or accumulating safe driving for more than 500,000 kilometers.


2. Enterprises and other contracted technical workers must meet one of the following conditions:


(1) Those who meet the requirements of the national occupation standard technicians for the corresponding occupation (type of work);


(2) After obtaining the professional qualification certificate of the senior professional in the profession, who has been engaged in the profession for more than 3 years;




(3) Senior technical school graduates who have obtained the vocational qualification certificate of the senior professional in the profession, graduates of the vocational school (professional) and graduates of the college or above major or related majors who have continuously engaged in the profession for more than 2 years;


Those who meet one of the following conditions can apply for a technician:


(1) Hold a senior professional qualification certificate for this occupation (type of work), have worked continuously in this occupation (type of work) for 12 years or more and still work in this occupation (type of work);


(2) Work in this occupation (type of work) for 20 consecutive years and still be in this occupation (type of work);


(3) Engaged in this occupation (type of work) for 10 years, can solve the difficult technical operation and process problems of this occupation, and have made great breakthroughs or achievements in technological transformation, process innovation, and technological breakthrough (creating direct economic benefits 20 10,000 yuan or more, must have the relevant authority or technical review agency's appraisal certificate or valid certificate) the main participant;


(4) Major completions of projects related to the applied profession (type of work) that have won more than four provincial or higher scientific and technological achievements (invention and creation), two or more third prizes, or two or more national patents;


(5) He has made outstanding contributions in teaching skills and training young workers. The trainees won the top three in the first-level skills competitions at the municipal level and the first in the second-level skills competitions; or the first six in the first-level skills competitions at the provincial level. Name, top three in the second category competition; or top ten in the national first-class skills competition, top five in the second-level skills competition;


(6) Those who have obtained relevant professional and intermediate professional and technical titles and are still engaged in this occupation (type of work);




(7) Obtained the title of provincial technical expert.


(Two) senior technicians


After obtaining the vocational technician's professional qualification certificate, those who have been engaged in this occupation for three years or more can apply for a senior technician.


Those who meet one of the following conditions can apply for senior technicians:


1. Major finishers who have won more than the second prize of technological innovation, invention, creation, promotion and application at the provincial level or above the first prize of the city and related to the application (type of work);


2. Engaged in this profession (type of work) for 15 years, can solve the difficult technical operation and process problems of this profession, and have major breakthroughs or major achievements in technological transformation, process innovation, and technical research (creating direct economic benefits of more than 500,000 yuan) , Must have the relevant authority or technical review agency's appraisal certificate or valid certificate) the main participant;


3. Those who have obtained relevant professional senior professional and technical titles and are still engaged in this occupation (type of work).


Training, appraisal and review


Technician training is undertaken by training institutions with appropriate qualifications. Technician appraisal implements the principles of “unified standards, unified test questions, unified textbooks, and unified examination management”, which are respectively organized and implemented by the municipal, county (city, district) Human Resources and Social Security Bureau in November. The content of the appraisal is divided into the theoretical knowledge part (including professional ethics and theoretical knowledge) and the skill part (including operational skills appraisal and comprehensive review).


The qualified technicians' theoretical knowledge, operational skills assessment, and comprehensive assessment are all qualified by the corresponding technician review committee, and the comprehensive review is completed before the end of December; senior technicians are identified and evaluated by the Provincial Department of Human Resources and Social Security.




4. Training and evaluation costs


The training and evaluation fees for technicians (senior technicians) are charged according to the standards determined by the price department. Where technical backbones and front-line technicians approved by the local human and social security bureaus participate in the training of technicians (senior technicians), obtain the qualification certificate of technicians (senior technicians), corresponding training fee subsidies will be given in accordance with the relevant local documents.


V. Certificate Issuance


Those who have passed all the grades and passed the comprehensive assessment. The technician qualification certificate is issued by the city or county (city, district) human resources and social security bureau responsible for skill appraisal and comprehensive assessment. The senior technician qualification certificate is issued by the provincial human resources and social security department.


Organization


Each county (city, district), Jiaxing Economic and Technological Development Zone (International Business District), and Jiaxing Port District are organized by the local human resources and social security department. The relevant municipal departments (units) are responsible for the registration of technicians in their department and unit.
